PAYROLL OPERATIONS MANAGER

The Payroll Operations Manager will lead U.S. Engineering’s multi-company, multi-state payroll function, ensuring pay is processed accurately, on time, and in strict compliance with union Collectively Bargained Agreements (CBAs) and government regulations. This role emphasizes fostering a collaborative, development-focused environment, where the payroll team is empowered to support our organization’s strategic goals and culture of excellence.


Principal Duties and Accountabilities:
  • Implements maintains and reviews payroll processing systems to ensure timely and accurate handling of payroll transactions, including salaries, benefits, garnishments, taxes, and other deductions.
  • Oversees payroll processing operations ensuring accurate and timely processing, including new hires, terminations, and pay rate changes.
  • Prepares and maintains accurate records and reports of payroll transactions to uphold transparency and accountability.
  • Ensures full compliance with federal, state, and local payroll, wage, and hour laws, as well as industry best practices.
  • Develops, documents, and executes scalable, repeatable payroll processes that drive accuracy, timeliness, and efficiency across the team.
  • Promptly addresses team member pay inquiries, providing a high level of service and resolving payroll issues to support team member satisfaction.
  • Balances wage payments and deductions prepare quarterly 941 tax filings, and reconciles annual W-2 and W-3 forms, ensuring accuracy and compliance.
  • Prepares reports or returns summarizing payroll-related expenditures.
  • Facilitates audits by providing comprehensive records and documentation to auditors.
  • Maintains proficiency in all systems relevant to payroll and timekeeping, promoting continuous improvement within the payroll function.
  • Leads, coaches, and mentors the payroll team, fostering a culture of open communication, accountability, and alignment with U.S. Engineering’s core values.
  • Actively engages in the professional development of team members, ensuring they have the tools, knowledge, and support to succeed.

Education:
  • Bachelor's degree in Accounting, Finance, or related field is preferred.  Equivalent work experience will be considered in lieu of degree.

Experience:
  • Minimum of 5 years’ experience in a multi-state payroll experience required.
  • Previous supervisory experience required.
  • Previous experience with union payroll preferred.
  • Experience within a service industry is preferred.
 
Knowledge, skills, and abilities:
  • Exceptional leadership, management and high-performance team culture skills, including coaching, mentoring and developing subordinates.
  • Highly responsive and customer focused.
  • Ability to thrive and effectively operate in a fast-paced, hands-on environment
  • Extensive knowledge of the payroll function including preparation, balancing, internal control, and payroll taxes.
  • Highly skilled in data collection and analysis with strong Excel knowledge.
  • Ability to make strategic decisions, including developing long and short-term improvements in processes and systems.
  • Excellent organizational skills and attention to detail.
  • Strong analytical and problem-solving skills.
  • Working knowledge of computer operations and experience with payroll systems.

Physical and/or travel demands:
  • Infrequent travel, less than 3%.
  • Frequent sitting required – use of computer keyboard/monitor, telephone required. Occasional standing, walking, bending, stooping, and light lifting (e.g., file boxes). Must work well under pressure of time constraints.

Benefits and Compensation:
  • The range for this position has been established at $88,000 to $126,000 per year and is U.S. Engineering’s good faith and reasonable estimate at the time of the posting. The compensation offered to the finalist selected for this role will be set based on a variety of factors, including but not limited to, internal equity, experience, education, specialty, and training.
  • Your total compensation will go beyond the number on your paycheck. Team members are eligible for a year-end bonus based on company and/or individual performance as well as paid time off. An industry-leading benefits package including health, dental, and vision plans, matching retirement contributions, and matching 529 contributions all add to your bottom line.
